Beyond Technological Sovereignty: Decision Sovereignty

The strategic vulnerabilities created by dependence on any third party are driving states and companies to strengthen their control over critical strategic domains. As part of this transformation, technology policy is no longer viewed merely as an instrument of efficiency, innovation, or economic growth. The imperative to preserve technological superiority and maintain access to critical capabilities during periods of global power competition is placing technology squarely at the center of debates over power and sovereignty.

The growing prominence in recent years of concepts such as data sovereignty, digital sovereignty, technological sovereignty, and AI sovereignty is one of the clearest manifestations of this trend. Yet none of these concepts is sufficient to establish sovereignty.

Digital sovereignty refers to control over digital infrastructures; data sovereignty to where data is stored and by whom it is governed; technological sovereignty to the capacity to develop and sustain critical technologies; and AI sovereignty to control over models, computing power, datasets, and algorithms.

Sovereignty, however, ultimately depends on the capacity of an individual, institution, or state to make critical decisions in line with its own priorities, its own data, its own judgment, and its own strategic objectives—in other words, on decision sovereignty. In this sense, decision sovereignty can be understood as an overarching framework that connects the other domains of sovereignty.

Decision sovereignty begins with autonomy in defining the current situation, the problem, and the objective. The actor that defines the problem often also determines the range of possible solutions, the criteria for success, and the boundaries of the decision space itself.

Users may be compelled or encouraged to act in accordance with the priorities of other actors as a result of diplomatic and political pressures, market expectations, regulatory steering, or institutional tendencies. The intense expectations and narratives surrounding technology can also easily turn users into participants in “technology bubbles.”

For a technological solution to mature to the point where it can address a genuine need requires time, expertise, funding, and institutional learning. Yet the priorities of technology providers do not always align with those of users.

From a provider’s perspective, developing a standardized product that can scale across hundreds of different customers is often more rational than designing a solution tailored to the specific needs of a single institution. As a result, an actor that has not yet clearly defined what it needs may find itself trying to adapt to a solution developed around the priorities of other users.

Beyond the inefficient use of resources, this process amounts to a partial transfer of sovereignty from the very outset of the decision-making process.

Existing power asymmetries, of course, cannot be ignored. Financial capacity, human capital, technological scale, market size, and international power dynamics will continue to constrain the options available to actors. Knowing what is needed does not necessarily mean that the desired technology will be accessible.

However, waiting for an imagined condition in which all constraints have disappeared before pursuing decision sovereignty would turn sovereignty into an unattainable ideal.

Decision sovereignty does not require the complete elimination of dependence; rather, it requires developing options that enable actors to manage the political, economic, and operational consequences of that dependence.

For actors that are able to establish such room for maneuver and gain access to the necessary technical capabilities, the next threshold is the ability to translate that capacity into effective actions. After all, possessing data does not necessarily mean being able to make sense of it, just as having access to an advanced AI model does not necessarily translate into the ability to make sound decisions.

Against this backdrop, the central strategic question of the twenty-first century is no longer simply, “Which technologies do we possess?” Decision sovereignty is fundamentally shaped by the following questions:

    Do we set our own priorities, or are our decisions shaped by the priorities of technology providers or other actors?

    What data do we rely on when we think and make decisions?

    What assumptions and priorities are embedded in the systems we use?

    Which dependencies constrain our range of options?

    Can we shift to alternative technologies, providers, or methods when necessary?

    And most importantly, is there anything that prevents us from interpreting the possibilities offered by technology in line with our own priorities and translating them into decisions and action?

Technological capacity becomes a genuine source of power only when it is combined with the ability to generate meaning and make decisions independently.
